On Route XX (not giving it away exactly where I am) I was traveling along, 60mph speed limit 2-lane country highway. Had to drive 2 hours, in-between is a bunch of these small farm towns between 200-1000 people. Every single one of them there is a 30-35mph speed limit sign at both ends. Problem is the highway goes through the middle of these towns.

Police spawn randomly, there's no trigger that causes them to spawn more often. As for avoiding tickets, keep an eye out for road signs. Speed changes are always marked, just remember that truck limits aren't always the same as car limits. I am very confident that they spawn whenever you speed.
